I guess it would be hard within the state the car was originally titled, but does anyone know if it it is possible to, say for example, with a car that is registered with it's "true date of build and birth" say 1995 for example in one state, and you buy that car, and then want to register the car as, say a 1965 ,in your home state to avoid smog tests etc??

Doable or am I dreaming?

IMHO, you are dreaming (possibly of fraud). Once the car is in the system it is easy to check the VIN against manufacturers records.

 

You will have to turn in the old title to get a new one in another state. No DMV is going to let you change the date of manufacture as listed on the old title.

 

People used to be able retitle in a few states to get the Salvage designation removed from the title but I suspect that loophole has been closed by now.

 

Some kit cars have been registered as replicas of the original and have the year and in some cases the brand name of that original on their titles, it varies state to state.

 

When I first registered my '04 Caterham, it suddenly became an '07 on the title and registration to match the year of its first registration. This was according to Colorado code. Fortunately Colorado has a law that exempts kit cars from emissions testing.

May depend on the law in your state. Virginia passed the SEMA-backed replica legislation in 2007 allowing replica vehicles to be registered with the model year for which they replicate...with inspections based on the requirements for that model year. I know of a couple people who converted build-year titles to the year the car replicates. They couldn't run antique tags, but the change did give them a break in terms of inspections & insurance.
