There is a lot of info at www.nasaproracing.com and you should check it
out. The short version is that once you get a membership($40) all you
need is a mechanically sound car and sa2000 or better rated helmet(no
motorcycle helmets). The pre-tech is something you do yourself using a
form from nasa, nothing too technical just belts, hoses, lug nuts etc.
followed by a quick once over by the tech guys at the track. The cost
for an event seems to run about $150 a day, this gets you 4 20 minute
track sessions. If you've never run with NASA before they start you in
HPDE1(novice) where you are assigned an instructor to ride with you. I
don't know your experince level but if you are just getting started
this is a great place to learn and if you are more experienced your
instructor will confirm this and sign you off for a more advanced run
group.
