Lotus Super Seven Series 4 steel side panels

Just picked up a 1970 Series 4 that has been sitting for about 12 years. Just trying to determine what is there and not there. Has anyone replaced the steel side panels? Mine have rust holes. Does that mean the tubes are rusted through too? How big of job is it to replace? Does anyone make the replacement panels.

 

Any help or direction would be welcomed.
