The one with the Ponytail is pretty good with working on cars and the other is kind of the muscle/tuff cop. You're Under Arrest (manga) - Wikipedia There was also one called "éX-Driver". If I remember correctly it is set in a world where cars are all electronically controlled or something, and a few people mostly criminals drive manual cars. So, they also have this group that hunts them down and one of them is a kid who drives a 7. 1
