It seems like the Cop cruiser and the Journo were parked too close to the slide and they distracted and blindsighted the driver. He was looking at them and then was confused as his attention went back to the road.By then he had no time to recover.

 

I've seen inappropriate vehicle placement by LEOs frequently.

This one probably had to park to protect the unsafe parking of the journo (vulture).
