That is from a movie, no idea what it was called but I used to be able to do that card trick. A friend taught me and it really isn't that complicated. Shuffling the deck is set so the cards mix just right and cutting the deck is predictable. I haven't done it in 15 years though.

It looks like he dislocated some joints on his left arm when he first held them out. His left forearm/elbow looked a bit odd.

Someone explain the hand thing. I watched it many times and still can't figure what he does.

 

While off-camera he rotates the left arm. Look at time stamps 1:09 and 1:15 at the position of his left elbow. At 1:09 it is obviously rotated in, at 1:15 it is obviously rotated out and bent. I didn't even think this was a trick because it was so obvious that his arms were re-arranged.

After a bit of thinking, that is what I assumed he must have done. Perhaps he waved his hands at the audience and when putting them back changed it all.

He makes a mention to some guy about not following along, as he does so he point at the guy and releases his grip. When he puts his hands back together he rotates the left arm.
