The rubber spleen on the edge of my passenger side front fender is loose. What should I use to adhere it back to the painted fiberglass fender? Silicone?

If you mean the ribbed strip that goes between the clamshell and the body, then you probably just need to tighten a few bolts on the clamshell. Tom

By "spleen" I'm assuming you mean "spline" (which would be the proper term for the ribbed synthetic rubber material used to secure window screening to a frame).

 

If you're talking about the rubber edge trim, such as that sometimes used on the edge of fiberglass, or carbon fiber, fenders (such as shown in the photo below) then I would think 3M Weatherstrip Adhesive would do the trick.
