You need to move to Florida, you could have walked in with a bill of sale written on a napkin, and your insurance card on your smart phone and walked out with tags and a title already printed out......... A binder letter, added to state insurance database, a letter of insurance coverage are all acceptable. I suspect that what I had did not specifically say any of these things they were reluctant to accept them. With jobs hard to find these days they probably do not want to lose theirs.
