Lotus S4 Seven assembly

Attempting to do a trial assembly of my S4 Seven.  New fiberglass body.  Question (no doubt more to come).  The stamped bracket that appears to hold the steering column.  Number 19 in the parts list.  How does the bracket fit?  in the fiberglass lip below the speedometer and tachometer?  There is a wide "U" area below the speedometer and tachometer that the steering column fits into.  Is fiberglass removed to fit the bracket?

The bracket goes on top of the fiberglass flange and the column clamp hangs from it.
