That still does not answer my question.  Why two different harnesses on the same car purchased new?

ah... Because the drivers belts will be certified and in date for competition, (and probably purchased elsewhere) whereas the passenger belts are the standard street legal, (not for competition use) Caterham supplied items.

What, they don't have instructors at track events in England?

 

Its not as if Richard Hammond can't afford to buy two sets of harnesses.
